本文以法学基本理论为指导，利用《中国法律法规信息检索系统》等检索工具，客观地回顾我国卫生立法的发展历程，对现有的卫生法律、法规和条例体系进行系统收集与梳理，研究分析我国卫生立法存在的问题，探讨卫生基本法立法的几个基本问题和对卫生立法的框架构建。

In this paper, guided by the basic legal theories, using China's Laws and Regulations on Information Retrieval System, the author reviewed the development of health legislation in China objectively, combed and collected the existing health laws, regulations, and rules systematically, analyzed the problems of health legislation in our country, and discussed several basic issues on legislation of the health law and the construction of health legislation framework.
