我国基层社会管理体制从计划经济体制下的单位制管理起步，经过多元探索逐步转向社区化的管理体制。当前，我国基层社会管理体制因为城乡差别、地区不同以及面临着有所差异的管理难题，其选择的具体管理方式也存在很大差别。但是，基层社会管理体制在演变中也出现了较为统一的发展趋势，包括改组基层政府管理机构，强化服务与矛盾调解，扶植基层社会组织成长以及缩小管理服务单元等。

The local social management system in our country begins from the unit management system under the planned economic system and gradually changes into the community management with diversified research. At present, local social management system is in the transformation period and the administrative environment and condition are becoming more complicated. This paper comprehensively reviews the local social management practice and summarizes the model of the local government's social management innovation. In the end, the author thinks it is reasonable for the local social management model to have the differences in the different districts if it can deal with the problem of government's social management.
