基于生态环境补偿原理,我国矿业城市转型升级所面临的问题:地质灾害严重、森林和植被破坏严重、水土流失明显和各种污染严重以及资源枯竭和产业结构升级困难。大冶市作为矿业城市在建设生态文明的大背景下面临诸多问题:大多数矿山质量差;中、小型矿床多,而大型或特大型矿床和露采矿少;贫矿和难选矿多,富矿少,开采利用难度很大;地理条件和资源禀赋分布与生产力布局不相匹配等特征,矿产资源的开采成本偏高。大冶市在经济发展与转型过程中应以解决城市人民群众生产生活问题为基础;重点转变矿业城市的经济发展发展模式;升级城市产业结构。

Based on the ecological environment compensation principle, this paper first analyzes the problems that China faces in transformation and upgrading of mining-based cities. These are: serious geological disasters, forest and vegetation destruction seriously, soil erosion, pollution of all kinds more serious, exhaustion of resources, and the dififculties of industrial structure upgrade. On this basis, this paper focuses on the issues that Daye faces: there are most of poor quality mine; many medium and small-sized ore bodies, but less large or super large deposits and opencast mines; fewer rich ores but more low-grade ores and ifne refractory ores, thus exploiting and utilizing is dififcult; as well as geographic conditions and resources endowment distribution does not match allocation of productive force, so the production cost is relatively high. In the face of this, this paper proposes that in Daye city, the government should solve practical problems facing the city people in their work and daily life; make major efforts to transform the economic development model of mining-based cities; and upgrade the sustainable development of urban industrial structure.
