十八大报告中提到“深化行政审批制度改革，继续简政放权，推动政府职能向创造良好发展环境、提供优质公共服务、维护社会公平正义转变”，关于行政审批权的削减下方，将视线再次拉倒了行政审批权面前，我国的行政审批权随着社会的变迁也逐渐露出弊端，社会问题丛生。同时今年中国（上海）自由贸易区的建立，对于行政审批权的试验也更加令人关注，行政审批权在改革过程中所遇到的阻滞也需要再发展和实践中不断完善和解决。
