The foreign affairs department of colleges and univer-sities is a window of cooperation and exchanges in foreign affairs to other departments and colleges; therefore its development has important influences. Through the research on the existing prob-lems of foreign affairs department of colleges and universities in the assortment of professionals and the exploitation of exterior human resources, strategic solutions such as strengthening the overall qualities, employing the researchers of foreign affairs, es-tablishing the exchanging platform of managerial experiences of foreign affairs in colleges and universities, setting up experts' bank of human resources and so on are provided to achieve the improvement of foreign affairs department of colleges and univer-sities.
