留守儿童是社会转型期出现的特殊群体。城乡和区域经济发展不平衡是留守儿童问题产生的经济原因；城乡二元结构及有关政策和制度是留守儿童问题产生的体制原因；监护不力甚至缺失是留守儿童问题产生的直接原因；法律法规的不健全是留守儿童问题产生的重要原因。针对上述原因，应当构建减量机制，减少留守儿童数量；强化父母监护职责；修改完善相关法律制度，切实加强对留守儿童的保护。

Children left behind is a special group appears in social transition. Urban and regional economic development is uneven economic reasons behind children issues arising;urban-rural dual structure and related policies and systems are in-stitutional reasons behind children issues arising;guardianship ineffective or absent is the direct cause of left-behind child-ren's issues arising;laws and regulations unsound is an important reason behind children's problems. For these reasons, it should build the reduction mechanism to reduce the number of children left behind;strengthen parental guardianship;revise and improve relevant legal system, strengthen the protection of children left behind.
