以土地督察体制改革创新为背景,结合我国土地督察制度,探寻影响9个派驻地方的国家土地督察局职责履行差异的主要因素。以问卷调查为基础,运用统计分析方法展开研究。结果表明,在6个主要影响各地土地督察局职责履行的因素中,“缺乏统一的土地督察评价指标体系”和“地方政府对土地管理的责任履行差异”属于强影响因素,“督察机构工作负荷差异”和“各地社会经济发展水平差异”的影响力居中,而“督察机构队伍建设差异”和“督察机构领导班子能力差异”属于弱影响因素。并且,这些影响因素在不同所属机构、年龄和职务条件下的影响力认知也有所差异。为减少各土地督察局职责履行的差异,土地督察制度的改革创新应以显著性因素作为重点参考依据。

Based on the innovation of land supervision system of China,this paper attempts to find out the main factors leading to the differences in performing duties among nine local bureaus of state land supervision by adopting survey research and statistical analysis.The results indicate that of the six influential factors,“absence of a unified evaluation index system for land supervision”and “difference in duty performance of local governments for land management”are factors with strong influence power,“difference in workload among different supervision institutions”and “difference in social economic development level among different places”have a moderate influence power,and “difference in team construction among different supervision institutions”and “difference in ability of the leading body among different supervision institutions”are factors with weak influence power.Moreover,differences in age and administrative positions have an effect on the cognition of the influence power of these factors.To reduce the difference in duties performing of the local bureaus of state land supervision,it is necessary to attach more importance to the prominent factors in the innovation of land supervision system.
