实施文化管理是高校基层组织去行政化改革的必然选择。在分析文化管理的内涵及其特征的基础上,指出了高校基层组织实行文化管理的现实意义,并明确提出了基层组织实行文化管理的基本策略:精心提炼精神文化,促进共同愿景发展;完善制度文化建设,形成共同行为规范和集体人格;创建宽松和谐环境,搭建个性发展平台。

The implementation of cultural management is an inevitable choice for de-administration reform of grass-roots organizations in college and universities. Based on the analysis of the connotation and characteristics of cultural management, this paper indicated the practical significance of carrying out cultural management and explicitly put forward the basic strategies as follows for grass-roots organizations to put the reform into practice: Refining spiritual culture meticulously and promoting the development of the shared vision; Perfecting the system cultural construction and forming common behaviour norms and collective personality;Creating a relaxed and harmonious environment and building personality development platform.
