以制度理论诠释政策逻辑，已由静态的文本分析转向动态的过程考察。就城乡义务教育一体化政策而言，义务教育制度确立为城乡义务教育一体化发展奠定了初始的制度基础；制度权衡下政策与制度的互动促进了教育均衡发展向城乡义务教育一体化迈进；政策执行中义务教育制度重新建构，使城乡义务教育一体化不再限于政策改革的推动，而是依靠相关配套制度的重建来保障实施。
以製度理論詮釋政策邏輯，已由靜態的文本分析轉嚮動態的過程攷察。就城鄉義務教育一體化政策而言，義務教育製度確立為城鄉義務教育一體化髮展奠定瞭初始的製度基礎；製度權衡下政策與製度的互動促進瞭教育均衡髮展嚮城鄉義務教育一體化邁進；政策執行中義務教育製度重新建構，使城鄉義務教育一體化不再限于政策改革的推動，而是依靠相關配套製度的重建來保障實施。

The research of using Systems theory to explain the policy analysis of logic has moved from a static text to dynamic process of investigation. By a series of compulsory education policy reform towards establishing compulsory education system, the initial system laid the Foundation for the integrated development of urban and rural compulsory education.The interactive principle of institutional balance within policy and system to promote balanced development of education towards the integration of urban and rural compulsory education.The compulsory education system reconstructed in policy implementation, integration of urban and rural compulsory education is no longer limited to policy reform to be promoted, but jointly guarantee the implementation by relying on reconstruction of related system.
