积极承接产业梯度转移是优化产业布局，推进产业结构升级，实现经济可持续发展的有效途径。以湖北省承接产业梯度转移作为研究对象，通过构建区域产业梯度系数模型，分析我国31个地区39个工业产业的梯度系数，根据湖北与各产业梯度系数最高值地区的梯度系数落差值，并结合湖北省承接产业梯度转移的现状，提出湖北省承接产业梯度转移的产业选择和区域布局，得出湖北省政府应从统筹规划布局，加强政策引导，搭建承接平台，打造承接载体，改善金融环境等方面推动湖北省承接产业梯度转移的结论。

Undertaking industrial gradient transfer actively is an effective way to optimize industry dis-tribution,promote industrial structure upgrading,and realize economic sustainable development.Based on the present situation of undertaking industrial gradient transfer in Hubei,this article focuses on un-dertaking industrial gradient transfer in Hubei by building a model of regional industrial gradient coef-ficient according to the gradient coefficient gap between Hubei and the maximum value region.It also analyzes the industrial gradient coefficient of 39 industries from 31 regions in China,and proposes the industry selection and location distribution in undertaking industrial gradient transfer in Hubei.Final-ly,a conclusion is made that the government of Hubei should promote undertaking industrial transfer in Hubei by providing an overall planning and layout,strengthening policy guidance,building under-taking platform,creating undertaking carriers,and improving the financial environment.
