在开放教育理念影响下，我国继国家精品课程建设之后，在2011年，开始建设精品视频公开课，希望通过精品视频公开课的建设与推广改善我国教育资源分布不均的问题，积极推进资源共享，最终得以实现高等教育由“精英文化”向“大众文化”的转变。本文针对精品视频公开课提升中国文化软实力的策略进行研究，努力拓展精品视频公开课发展空间，从而推动中华文化软实力的竞争力、影响力、亲和力和文化传创力的迅速增长。期望在二者的相互作用下，互惠互利，不仅实现最初资源共享的理念，而且让中华文化软实力得到巨大提升。

Impact on the idea of open education , our country after the construction of quality courses , in 2011 , began the quality video open class construction , hope that through the construction and promotion of quality video open class education resources to im -prove China's uneven distribution problems , and actively promote the sharing of resources , the realization of higher education from the"elite culture"to the"popular culture".This paper aiming to the strategy study on quality video open classes to enhance Chinese cul-ture soft power ,efforts to expand the development space of quality video open class , so as to promote the competitiveness of Chinese cultural soft power , the rapid growth of influence , affinity and cultural transmission invasive force .Expectations under the interaction , mutually beneficial , not only to achieve the initial idea of sharing resources , and let the soft power of Chinese culture to get a huge pro-motion.
