“三农”问题始终是制约经济社会发展的薄弱环节，农民问题更是我国经济社会的根本性问题。通过对“十一五”期间我国“三农”问题财政支出状况进行描述分析，并运用Eviews6.0对我国财政支农支出总量规模及支出结构对农民人均纯收入的影响进行实证分析。结果表明：我国财政支农支出总量对农民人均纯收入有显著地影响，并且财政支农的各项支出均对农民人均纯收入有正效应。建议继续加大财政支农的力度，优化财政支农的结构，全力提高农民人均纯收入。

“삼농”문제시종시제약경제사회발전적박약배절，농민문제경시아국경제사회적근본성문제。통과대“십일오”기간아국“삼농”문제재정지출상황진행묘술분석，병운용Eviews6.0대아국재정지농지출총량규모급지출결구대농민인균순수입적영향진행실증분석。결과표명：아국재정지농지출총량대농민인균순수입유현저지영향，병차재정지농적각항지출균대농민인균순수입유정효응。건의계속가대재정지농적력도，우화재정지농적결구，전력제고농민인균순수입。
By describing and analyzing the fiscal expenditure situation of “three agriculture” problem in our coun-try during the “11 th five-year plan” period , and making an empirical analysis about how China's fiscal expenditure structure of support agriculture expenditure scale influence the per capita net income of farmers by using Eviews 60.The results showed that the total financial expenditure for supporting agriculture in our country has a significant influence on per capita net income of farmers , and the expenditure of the finance supporting agriculture has a positive effect on per capita net income of farmers .Therefore , we should continue to intensify financial support agriculture , optimize the structure of financial supporting agriculture to increase the per capita net income of farmers .
