We should gradually improve the system of rural public cultural services on the basis of the actual cultural requirements of the farmers ,provide more and better public cultural products and public cultural services ,safeguard and guarantee the farmer's basic cultural rights and improve the quality of the farmers and the degree of rural civili-zation .They are not only the basic requirements of building a new socialist countryside and constructing a harmoni -ous society ,but also the important measures of building a harmonious culture ,cultivating civilized practices ,develo-ping Chinese culture and promoting great development and prosperity of socialist culture .
