公众参与是民主政治的重要组成部分，是公共决策民主化、科学化、合理化不可或缺的环节。有序、有效的公众参与受到诸多因素的影响，如公民意识的强弱、政府制度化法治化的程度、公民社会的成熟程度。只有通过公民教育，增强公民意识；完善我国的民主制度，为公众参与公共决策提供制度保障；健全公民社会，提高公众参与的组织能力等，才能使公众有序、有效地参与公共政策的制定和执行。

public participation that is an important part of democratic politics , is the indispensable link of public de-cision-making democratized , scientific , reasonable .Orderly , effective public participation is influenced by many factors, such as the citizen awareness , the development of government systemed and the rule by law , the mature degree of civil society .Only civic educating , to enhance civic awareness;improving our country's democratic sys-tem, to provide institutional guarantee for public participating in public decision-making;perfecting the citizen so-ciety , to improve the public participation in the formulation and implementation of organizational ability , the public can orderly , effectively participate in the public policy .
