阐述了保护和合理利用草原草山草坡草滩的必要性，草业对于实现我国经济转型升级与城镇化发展的重要性，山水城市建设的可行性、针对性、科学性和自然性，提出无论是发展草业还是建设山水城市，或者是农业、水利、国土规划等，都必需遵循水土生态规律，处理好人与水、土、植被及自然环境的关系，保持水土生态平衡，在实现经济发展的同时，又实现人与自然和谐共处。

This paper explores the role of forage industry in landscape city construction,economic restruc-turing,and urbanization,hence the necessity of proper grassland protection and use. It emphasizes that ec-ological rules must be respected in forage industry,landscape city construction,agriculture,water conser-vation and territorial planning. The relationship between human and water,human and soil and human and plant should be handled properly. The natural environment with water,soil,and vegetation ensures the harmony between man and nature while we pursue economic booming.
