This paper analyzed the relationship between balanced development of compulsory education and construction of boarding schools serving rural population. Boarding schools is an important organizational form for compulsory education in rural areas. The institution of boarding schools serving rural pupils shouldn't be neglected in terms of the balanced development of compulsory education. At last, this paper provided several countermeasures for developing boarding schools and helping children surviving in rural areas to overcome their difficulties in the context of school district re-positioning and parents' absence as migrant workers outside at their early ages.
