基于生态文明“四位一体”的框架，全面分析松山湖、生态园和虎门港等东莞园区生态文明建设情况。总结东莞园区生态文明建设的经验，包括城市规划和建设坚持生态文明理念、项目准入严守生态优先原则等。提出东莞园区存在的突出问题，即：保护生态与经济增长的矛盾、生态孤岛现象出现、生态产业定位同质化。在分析东莞园区现状和总结国内外园区生态文明建设经验的基础上，提出进一步优化园区生态文明建设的对策，即：转变园区生态产业的财政补贴方式、规划布局突出生态化原则、完善生态文明考核机制、建立违背生态文明相关法律的严惩机制、建立体现公共产品特性的园区公交设施。

Based on the “four in one” framework of ecological civilization , this paper comprehensively analyzes the situa-tion of ecological garden construction such as Dongguan Songshan lake , ecological garden and Humen port .By summarizing the ex-perience of ecological civilization construction , including urban planning , maintaining ecological civilization concept and obeying the principle of ecological priority in project accessing , etc., it puts forward some prominent problems as follows:the conflict between ecological protection and economic growth , ecological island phenomenon , ecological industry positioning homogeneity .Based on the experience of ecological civilization construction at home and abroad , this paper raises some countermeasures to optimize the con-struction of ecological civilization , namely, the transformation of the mode of fiscal subsidies in ecological park , highlighting the ec-ological principle when planning layout , perfecting the assessment of ecological civilization , establishing laws and punishment mech-anism, and establishing some public transportations .
