提升能源利用效率,促进区域经济协调发展,需要科学测度国内各省际间的能源利用效率状况。本文利用SML指数进行了测算,并将其分解为技术效率变化指数和技术水平变化指数,计算了在保持二氧化碳排放量不变情况下的全要素能源效率。结果表明,国内全要素能源效率呈现增长趋势,这种增长同技术进步呈正相关关系;且对比分析在约束二氧化碳排放量与保持排放量不变两种情况,可以发现前者的全要素能源效率的年均增长率明显优于后者。

In order to improve energy efficiency the coordinated development of regional economy,it is necessary to measure scientifically the efficiency of the energy usage in different provinces.Therefore,this article first measured it by Sequential-Malmquist-Luenberger (SML)index,and then by decomposing it into technical efficiency index and technical progress index,calculated the total factor energy efficiency under a constant condition of CO2 emission.The major findings are:the total factor energy efficiency in China presents a growing trend which has a positive relationship with technological progress;by comparative analysis on the case of constraint CO2 emissions and that of constant CO2 emissions,the average annual growth rate of the total factor energy efficiency in the former case is significantly superior.
