水利水电工程农村移民安置城镇化建设是一项涉及多部门、多目标、多层次、多因素的经济发展战略。由于落后的生产生活方式、管理体制和移民受教育程度低等因素制约了城镇化建设,致使在移民安置城镇化过程中存在就业与产业布局、户籍管理、土地管理、社会保障制度等问题。同时,农民转为城镇居民,劳动生产方式由过去以农为主转为二三产业,对移民整体素质提出了更高的要求。为此,根据《国家新型城镇化规划》的要求,提出了切实做好城镇化安置的保障措施,加强城镇化安置政策和设计规范研究,努力实现水利水电工程移民安置与城镇化建设的双赢局面。

Urbanization of rural resettlement in water conservancy and hydropower projects is a comprehensive economic devel-opment strategy that involves multiple departments, objectives, levels and factors. The urbanization is constrained by backward production mode and lifestyle, management system and low-level education of migrants, resulting in the difficulties in employ-ment and industrial layout, household registration management, land management, social security system in the urbanization of resettlement. Meanwhile, the higher overall quality of migrants is required due to the transformation of farmers to urban residents, then labor and productive mode from agriculture-oriented into secondary and tertiary industries. To this end, according to the requirements of National New Urbanization Planning, it is proposed that the safeguard measures of resettlement should be done well, and the research on urbanization resettlement policy and design specifications should be strengthened, so as to achieve a win-win situation of resettlement and urbanization in the water conservancy and hydropower projects.
