目前水利工程计价定额中的人工单价与水利市场实际的劳务工资单价存在较大差异。在分析了产生偏差的原因后,建议水利造价管理部门根据国家工资制度和用工标准的调整,适时给出定额人工单价调整办法或调整指标,使定额人工预算单价真实反映水利工程的平均工资水平;政府有关部门在调整现行计价依据的同时,可以规范劳务分包的价格组成和编制指导性的劳务分包计价定额,引导劳务公司合理报价,使劳务作业的人工单价与定额的人工单价无缝对接。只有这样,才能使水利工程建设和谐有序地发展。

At present, there is a large discrepancy between unit labor cost in pricing quotas of water conservancy and hydro-power projects and labor salary in actual water market. On the basis of analyzing the causes, it is suggested that the cost manage-rial department should appropriately give the adjusted manners and indexes for fixed unit labor cost according to the adjustment of national salary system and labor standard, so as to reflect the true average salary level. In this paper, it is also proposed that rele-vant government departments may, while adjusting the current pricing references, regulate the price composition of labor subcon-tracting and compile instructive pricing quotas for labor subcontracting, and guide labor companies to offer reasonable quotes, so that the unit labor cost and the fixed unit labor cost can be consistent with each other. This way contributes to the construction of water conservancy and hydropower projects orderly and smoothly.
