湖北省湖泊众多且汛期降水量大，防洪排涝问题十分突出。为了做好湖区水利规划工作，分析梳理了湖北省湖泊水利规划中规划范围、设计洪水、防洪除涝标准、湖泊蓄泄关系及蓄排水位、围堤与泄洪道建设等方面的技术要求以及存在的问题。根据分析成果，提出了充分掌握水雨情、与外江洪水遭遇情况、流域防洪除涝主要矛盾及灾害成因等基本调查分析方法，加强方案比选论证工作，提高规划指导作用与实施效益。

In Hubei Province, there are numerous lakes and heavy rainfall in flood season, so the problem of flood control and water-logging becomes prominent. In order to well conduct the water resources planning of a lake area, this paper sorts out and analyzes some issues and the existed problems in lake water resources planning, including geographic range, design flood, flood control and water-logging drainage criteria, lake storage-discharge relation and storage-discharge level, technical require-ments of levee and flood discharge channel construction. According to the analysis results, a series of key points for lake water re-sources planning are put forward, i. e. , fully mastering the conditions of rainfall and water regime, flood encounter condition of lake and rivers, disaster causes, as well as the main problems in basin flood control and water-logging drainage, etc. The selec-tion and study for planning schemes should be strengthened, so as to improve the guidance means and profit of the planning.
