重庆市地票交易实施5年来，对重庆市的新型城镇化建设起到了助推作用。然而通过分析研究和调查实践，笔者发现现行的地票交易制度存在耕地保护、“三农”权益保障和生态环境风险，这些风险将是影响新型城镇化建设成败的重要因素。因此，对新型城镇化背景下地票交易制度风险防范进行思考，结合重庆五大功能区建设提出风险防范的对策，以期地票交易能够健康地运行，全力助推新型城镇化建设。
重慶市地票交易實施5年來，對重慶市的新型城鎮化建設起到瞭助推作用。然而通過分析研究和調查實踐，筆者髮現現行的地票交易製度存在耕地保護、“三農”權益保障和生態環境風險，這些風險將是影響新型城鎮化建設成敗的重要因素。因此，對新型城鎮化揹景下地票交易製度風險防範進行思攷，結閤重慶五大功能區建設提齣風險防範的對策，以期地票交易能夠健康地運行，全力助推新型城鎮化建設。
중경시지표교역실시5년래，대중경시적신형성진화건설기도료조추작용。연이통과분석연구화조사실천，필자발현현행적지표교역제도존재경지보호、“삼농”권익보장화생태배경풍험，저사풍험장시영향신형성진화건설성패적중요인소。인차，대신형성진화배경하지표교역제도풍험방범진행사고，결합중경오대공능구건설제출풍험방범적대책，이기지표교역능구건강지운행，전력조추신형성진화건설。
Chongqing city land ticket trade practice for 5 years,the construction of new towns in Chongqing city played a role in boosting. However,through the analysis and investigation,the author found that the current ticket transaction system of cultivated land protection,the"three rural"rights and environmental risks,these risks will be an important factor affecting the success or failure of the construction of new towns.Therefore,the model under the background of urbanization of ticket transaction risk prevention mechanism of thinking,combined with the construction of the five functional areas of Chongqing and puts forward the Countermeasures of risk prevention ,in order to ticket transactions can be healthy operation,to boost the new urbanization construction.
