随着国家科技创新体系的不断完善,高校在科技创新工作中发挥重要作用。因此,加强高校科技管理,提高经费使用效益,就显得尤为重要。以十一五期间江苏高校科技经费投入为基础数据,采用灰色预测建模法构建了高校科技经费投入GM(1,1)模型,对十二五期间江苏高校科技经费投入演化趋势进行预测分析。研究结果表明,企业委托经费与政府下拨经费持高速增长趋势,其他收入转入科技经费增长较为平稳。因此,对于江苏高校而言,应积极争取政府财政科技经费和企业委托经费,进而增强自身科技发展水平和竞争力。

With the constant improvement of national science and technology innovation system, universities play an important role in scientific and technological innovation work. Therefore, it is particularly important to strengthen the management of science and technology in colleges and universities and improve the use efficiency of funds. On the basis of the data of science and technology project funding of universities in Jiangsu province during the 11th five-year plan, this paper uses grey forecasting modeling method to construct GM (1, 1) model for forecasting the evolution trend of science and technology project funding of universities in Jiangsu province during the 12th five-year plan. Research results show that the enterprise funds and government endorsing funds emerge a rapid growth trend, and science and technology project funding coming from other incomes appear a stable growth current. Therefore, Jiangsu universities should actively strive for government financial funds and enterprise funds foe science and technology, so as to enhance their development level of science and technology and competitiveness.
