以寻甸县仁德镇为例，研究昆玉红经济带建设背景下小城镇转型发展策略。对其发展定位和发展条件进行分析，建立SWOT矩阵，确定其转型发展策略和发展方向，即充分挖掘其民族文化内涵，依托旅游产业和新型工业，把仁德镇建设成为宜居城镇、旅游城镇和新型工业城镇，为经济带上其他二十城、全省乃至全国其他类似小城镇转型发展提供理论指导和案例借鉴。

This paper aims to research the transformation and development of small towns based on development of Rende town, Xundian country. To analyze its development orientation and conditions, a SWOT analysis model is built, and the development strategy and roadmap of Rende town are defined as well to explore its na-tional culture connotation fully. Relying on its tourism industry and new industry to build Rende town into a new livable, tourism and industrial town. It can provide a theoretical guidance and reference to the other 20 towns of Kunming-Yuxi-Honghe economic zone, and even the whole country which is similar to Rende town of Yunnan Provence.
