《国务院机构改革和职能转变方案》确定我国统一社会信用代码制度以公民身份证号码和组织机构代码（以下简称“代码”）为基础。代码数据质量事关我国社会信用体系建设的成效。实施代码年度验证制度是确保代码数据质量的重要手段。文中分析在新的历史条件下，改革福建省代码年度验证制度的必要性，实施代码网上年度申报的意义。

The number of civic identiifcation card and organization code are the basis of social credit code system in our country which had been made sure by Plan of institutional reform and functional transtormation of the Sate Council. The quality of code data relates to the effect of social credit system construction. Implementation of the annual veriifcation system is an important means to ensure the quality of code data. This paper analyses the necessary on reform of annual veriifcation system and the signiifcance on implementation of annual reporting online under the new historical conditions.
