目的:分析2013年郑州市卫生人力资源配置的现状及公平性情况。方法采用描述性统计方法,分别从平均指标,离散程度两个方面讨论。对人力资源配置借用基尼系数的思想来讨论。结果医护比例基本合理,但基层医疗卫生机构相对较差;卫技人员的学历和职称结构不合理;卫生人力资源按人口配置相对公平,按地理面积配置高度不公平,大部分县(市、区)卫生人力资源严重匮乏。结论应进一步优化卫生人力资源配置结构,改善医护比例,调整卫生人力资源的学历与职称结构,大力培养高级卫生人才队伍;科学设置配置标准,应重点考虑地理因素对卫生服务可及性的影响,缩小地域间存在的差异,提高卫生人力资源配置的公平性。

목적:분석2013년정주시위생인력자원배치적현상급공평성정황。방법채용묘술성통계방법,분별종평균지표,리산정도량개방면토론。대인력자원배치차용기니계수적사상래토론。결과의호비례기본합리,단기층의료위생궤구상대교차;위기인원적학력화직칭결구불합리;위생인력자원안인구배치상대공평,안지리면적배치고도불공평,대부분현(시、구)위생인력자원엄중궤핍。결론응진일보우화위생인력자원배치결구,개선의호비례,조정위생인력자원적학력여직칭결구,대력배양고급위생인재대오;과학설치배치표준,응중점고필지리인소대위생복무가급성적영향,축소지역간존재적차이,제고위생인력자원배치적공평성。
Objective To analyze the current situation and fairness of Zhengzhou’s human resource allocation for health in 2013. Methods Descriptive statistical analysis method was used to analyze the human resource allocation using the Gini Co-efficient, from the aspects of the average index and coefficient of the discrete. Results The ratio of doctors and nurses was basi-cally balanced, with that of community medical institutions inferior comparatively. The structures of educational background and professional titles were unreasonable. The allocation of human resources for health was relatively equitable for the population, but highly inequitable for geographical areas. Human resources for health of most counties (cities, districts) were especially scarce. Conclusion We should further optimize the allocation structure of Zhengzhou’s human resources for health, improve the ratio of doctors and nurses, adjust the structures of educational background and professional titles, strengthen the training for senior health personnel. We also should set the allocation standard scientifically, focus on the impact of geographical factors to health service availability, reduce the differences among regions, and improve the fairness of Zhengzhou’s human resource allocation for health.
