为合理构建联合空情预警体系、优化兵力部署结构,从能力评估的角度,分析信息化条件下构建联合空情预警体系的新要求,根据作战任务将联合空情预警能力分解为预警探测能力、引导保障能力、抗毁抗扰能力、机动作战能力和空情处理能力,建立了指标体系的层次结构,给出了13个底层指标的数学模型,并运用综合加权方法进行了评估分析。计算结果表明,该指标体系对科学构建联合空情预警体系具有一定的参考作用。

To establish the joint air situation early-warning systems (JASEAS) reasonably and optimize the configuration of force deployment, this paper analyzes the new requirements for building up a joint air situation early-warning system in the case of informatization, at the angle of capability evaluation, resolves the capabilities of JASEAS into the early warning detection, guidance and support, anti-damage and anti-jamming, mobile operations and air intelligence processing ones in accordance with combat tasks, sets up the hierarchic structure of the index system, and presents the mathematic models for 13 ground layer indices, and finally carries out an evaluation analysis using comprehensive weighting method. Computation results indicate that this proposed index system possesses a certain reference for constructing the joint air intelligence early-warning systems, scientifically.
