新意见阶层的崛起是当代中国政治生活中的突出现象。新意见阶层的网络政治参与，使民意得到了充分的表达，对国家机关的活动及公职人员的德行发生了重大影响。其伦理失范表现于民意代表性、事实认知、价值判断、政治意志诸方面。伦理失范的原因在于新意见阶层受制于舆论的必然性缺点、中国经济社会发展的阶段性及现行政治文明发展进程中的不足等。规制新意见阶层的伦理构建应从态度上积极面对、加速中国现代化进程、完善政治体制、加强法制规范诸方面着手。

The rise of the new opinion class is a prominent phenomenon in the contemporary Chinese political life. The network political participation of the new opinion class has made the public opinion fully expressed, which significantly influences the activities of the state organs and the virtue of the civil servants. Its ethical ano-mie is embodied in the representative of the public opinion,the fact cognition,the value judgment and the politi-cal will etc. ,which is due to the inherent flaws that the new opinion class is subject to the public opinion,the interim of China’s economic and social development and the deficiency in the process of the current political civ-ilization evolution and so on. Regulating the ethical construction of the new opinion class should start from facing with a positive attitude,accelerating China ’s modernization process,perfecting the political system,and strengthening the legal norms and so on.
