调研组通过对河南省8个县市新农村社区拆旧建新土地挂钩流转过程中土地不同层次的级差收益与新农村建设成本投入的实地调查，分析新农村社区建设的现状及存在的问题，提出“统一规划、分批开展、多元建设、逐步搬迁”是保证新农村社区建设及耕地保护，落实占补平衡的有效办法。

The?investigation?group?did?a?field?survey?on?differential?profits?of?lands?in?different?levels?and?the?cost?of?inputs?of?new?rural?construction.?Eight?counties?in?Henan?Province?were?picked?in?this?survey?in?their?land?transfer?process,?where?old?buildings?were?demolished?and?new?buildings?were?built?instead.?The?existing?problems?of?new?rural?community?development?raised?a?reasonable?suggestion?that?unified?planning,?batch?development,?diversified?construction?and?gradual?relocation?are?effective?ways?to?protect?cultivated?lands?and?accomplish?hold?filling?balance,?which?also?ensure?the?construction?of?new?rural?community.
