通过分析“卓越计划”背景下师资队伍优化过程中存在的问题，试图从机制设计上寻找原因。基于理性经济人假设和人的社会属性两个侧面提出机制设计上的设想，最后以淮海工学院商学院实行的教师去企业挂职锻炼的一些做法作为案例进行佐证性论证。

This paper try to find out the reasons from the mechanism design by analyzing the existing prob-lems of faculty optimization mechanism under the background of “excellent engineers plan”and propose some ideas for mechanism design based on the assumption of rational economic man and man's social attrib-utes.Finally,it certifies the proposed ideas by using the working practice in enterprise of young teachers initiated by school of business of Huaihai institute of technology as an example.
