The paper mainly introduced the basic t heory of technology foresight, application methods and basic process. The application cases of technology foresight in Japan, Germany,the UK, etc. were analyzed com-prehensively. The promoting function of technology foresight on the science and technology management in China was summarized. Finally, focusing on the improving of the efficiency of science and technology management, some implications were offered, which includes of choosing priority development field and key projects, building the expert team and innovation network, establishing the mechanism and platform of collaborative innovation, strengthening the evaluation of the plan development and its implementation.
