舜帝在长期的社会历史发展中已逐步成为德垂后世和恩泽于众的圣王明君，成为民众圣人情结的符号；舜帝寻找为民众谋利益的贤能之人，建立官员选拔的民主机制，使政治转移中公共权力不被滥用和私有化，产生了民主政治的基因；舜帝政治权力运行中的伦理价值体现为德治与法治两种治理手段并用的动态平衡，这种伦理与政治合一模式成为后来中国伦理政治的基础。
