农村深化发展是实现陕西四化同步发展目标的基础，也是实现全省在2020年全面建成小康社会的重要环节。分析了陕西省新农村建设的现状及进一步深化发展存在的阻滞因素，指出了进一步深化农村发展中存在二元体制固化、劳动生产率与土地生产率错位、主体缺位和公共产品供给不足等阻滞因素，提出了借城乡一体化之力，突破二元体制障碍，推进新农村建设深化发展；依托土地生产率和劳动生产率提高，真正实现农民同步增产增收；激发农民的积极性，培育新农村建设的内驱力，破解“三农”发展的瓶颈；加快农村公共产品供给，优化配置基础设施，提升新农村建设内涵的发展路径。

Deepening the rural development is the basis to realize the synchronization “four modernizations”development goals,and is also the important link to build a well-off society in an all-round way in 2020.The authors analyzed the current status of new countryside construction and the existing retardation factors in Shaanxi,including solidified binary system,labor and land productivity dislocation, subj ect vacancy,public products supply shortage.According to these hindering factors the authors put forward the development path,including promoting new countryside development by breaking through the binary system obstacle in city and countryside integration;relying on the land productivity and labor productivity,truly realizing the synchronization of increasing both production and income;inspiring enthusiasm of farmers, cultivating driving force, breaking through the bottleneck of “three rural”development;speeding up the rural public product supply,optimizing the allocation of infrastructure, enhancing the connotation of new rural construction.
