当前,孵化、加速模块不断分化和交融,形成了组织独立、交相辉映的格局。孵化、加速模块通过正式或非正式协议进行组织对接、功能耦合,构建出一条高效、动态、完整的创新服务供给链。围绕科技园区企业“孵化-加速”的耦合对接,提出4条政策建议:一是立足科技园区,整合创新服务资源;根植区域经济,辐射、承接创新服务;着眼全国布局,镶嵌、创建辐射全国的创新服务网;二是遵循“政府倡导、市场主导、自愿对接”的原则;三是建立企业“孵化-加速”耦合对接的动力机制;四是政府因势利导,通过制度规范,及时处理企业“孵化-加速”耦合对接过程中出现的问题。

Nowadays,incubation and acceleration services modules constantly split up and reorganization,forming organi-zation independently,reflected each other in innovation service chain.Business incubation and business acceleration mod-ules run function coupling and organization matching through formal and informal agreements to establish a complete inno-vation service supply chain.This paper provides 4 countermeasures to impetus the coupling and matching of business"in-cubation-acceleration"in science park.First,based on the science and technology park,integrate innovative service re-sources;rooted in regional economic,radiation and transfer innovative service;layout of the national capacity,mosaic, create the whole national service network.Second,follow"governments advocating,market leading,voluntary coupling -matching"principle.Third,fostering the dynamic mechanism of Coupling - Matching of Business "incubation-accelera-tion".Forth,the government should play guidance role,deal with the problems in the Coupling-Matching of Business"in-cubation-acceleration".
