IOT development driven by innovation is beneficial to taking the lead in the exceeding of developed provincial dis-trict (DPD).The main root cause of DPD being weakly driven by innovation is generalized administration's low efficiency, related to four aspects:generalized government's initial need,treble monopoly,investment impulse,scientific research system.DPD IOT development driven by innovation has such four characteristics:collaboration,diversity,agility,tran-scendence.DPD should prevent R&D pressing,industry pressing,innovation illusion from developed countries.Based on"softness and hardness double driving"model,the way of DPD IOT development driven by innovation DPD is suggested.
