我国各地的城管部门虽然有着同一称谓，但是其职责范围却不尽相同。在城管执法人员的编制上，有的是机关编制，有的是事业编制，有的是合同工，在执法的主体资格上也存在很大差异。目前我国还没有统一的相关城管执法立法，城管在执法过程中常常面临职责不清的情况。在执法过程中，执行难的问题时常发生。所以有必要对于城管执法问题进行研究，构建符合我国国情的城管执法体系，厘清城管执法与其他行政部门之间的责任范围，解决好城管执法过程中存在的相关法律问题。
아국각지적성관부문수연유착동일칭위，단시기직책범위각불진상동。재성관집법인원적편제상，유적시궤관편제，유적시사업편제，유적시합동공，재집법적주체자격상야존재흔대차이。목전아국환몰유통일적상관성관집법입법，성관재집법과정중상상면림직책불청적정황。재집법과정중，집행난적문제시상발생。소이유필요대우성관집법문제진행연구，구건부합아국국정적성관집법체계，전청성관집법여기타행정부문지간적책임범위，해결호성관집법과정중존재적상관법률문제。
There are some differences on the responsibility of different city administrative agencies,even though they have the same title. For city administrative enforcement officers or persons,they are very different,some of them be-long to government,some are of nature of public institute and some are hired with contracts. Currently,there are no cit-y administrative enforcement laws,and city administrative agencies have to face problems of unclear responsibilities in the process of work which makes it difficult to undertake the enforcement. Therefore,it is necessary to study on city administrative enforcement and try to find a resolution to solve the problem during the city administrative enforcement, sort out the responsibilities among city administrative agencies and other relating administrative agencies,so as to build a reasonable city administrative enforcement system.
