Rapid Processing Principle%Conceptual Change%Authorities’ Work Standardization
2011年温州市为了提升机关工作效能，开始实施即办制度。通过三年的实施，在促进机关思想观念转变、机关工作规范化、电子化和助推市委、市政府中心工作完成方面取得了不俗的成绩。但同时也存在制度模糊性强、考核分类科学性不足等问题。在不断推进温州政府转型的背景下，即办制将继续完善发展。
2011年溫州市為瞭提升機關工作效能，開始實施即辦製度。通過三年的實施，在促進機關思想觀唸轉變、機關工作規範化、電子化和助推市委、市政府中心工作完成方麵取得瞭不俗的成績。但同時也存在製度模糊性彊、攷覈分類科學性不足等問題。在不斷推進溫州政府轉型的揹景下，即辦製將繼續完善髮展。
2011년온주시위료제승궤관공작효능，개시실시즉판제도。통과삼년적실시，재촉진궤관사상관념전변、궤관공작규범화、전자화화조추시위、시정부중심공작완성방면취득료불속적성적。단동시야존재제도모호성강、고핵분류과학성불족등문제。재불단추진온주정부전형적배경하，즉판제장계속완선발전。
In order to improve office efficiency, Wenzhou began to implement the “Rapid Processing Principle” in 2011. In three years’ implementation of the principle, authorities of Wenzhou city have successfully promoted ideas of changing authorities working concepts, further standardizing authorities working ethics and deepening computerization level in working, and gained reasonable achievements in pushing core works of both municipal party committee and municipal government. However, there are also some issues (like strong fuzziness of principle, lacking of scientific appraisal classification, and so on) that needs settling late. Under the circumstance of advancing transforming functions of governments, Wenzhou will further develop the“Rapid Processing Principle”.
