扬州市低碳旅游模式构建应考虑到经济目标、社会目标和环境目标，遵循合作性原则、高科技原则、合理性原则、更新提高公众观念原则。文章从企业层面的内部循环、区域层面循环和社会层面循环三个方面构建了扬州市的低碳旅游模式，提出了各利益相关者在前期规划开发、中期运营使用、后期维护管理中应发挥的作用。

Construction of low-carbon tourism should set its goal in economic ,social and environmental terms , guided by the principle of being cooperative ,hi-tech-motivated and rational so as to improve the awareness of the public .This paper aims to establish a low-carbon tourism model for Yangzhou which includes interior circu-lation among businesses ,regional circulation and social circulations .The roles that the stakeholders play in ear-ly planning ,medium-term operation and later maintenance are also discussed .
