国家安全的法治内涵，强调“追求安全”作为国家主权最基本需求的天然属性。中国国家安全的法治内涵可概括为，在法治框架内，运用外交、国防、经济、发展、文化、科技、信息、生态、国土等综合安全手段来实现自我安全与经济繁荣，以及实现对内构建和谐社会、对外促进和谐世界的总体目标。总体结论，就是要从国家安全法治框架的权力统筹、国家安全机构的法律定位、国家安全机构目标和宗旨的依法确立等方面，来构筑能够服务大国崛起的国家安全法治格局。
