建设项目水资源论证是保障建设项目合理用水要求、促进水资源优化配置和可持续利用的有效手段。落实好《建设项目水资源论证管理办法》，实施好《建设项目水资源论证导则》（试行），是编制建设项目水资源论证报告的基础。结合河北省沧州市建设项目水资源论证工作实践，对报告编写过程中需要注意的问题进行总结和分析，并提出解决问题的方法和建议。

Water resources argumentation of construction projects is an effective mean to protect the reasonable wa ter requirements, and to promote the optimal allocation of water resources and sustainable use. Implementing the Management Method of Water Resources Argumentation of Construction Projects and the Guidelines for Water Resources Argumentation (Trial) is the basis for water resources argumentation report compilation of construction projects. Combined with the practice of water resources argumentation of Cangzhou City in Hebei Province, problems in compilation are summarized and the solving methods and suggestions are put forward.
