随着工农业发展与人民生活水平的逐步提高，用水量大幅度增加，远期缺水量将越来越大，水资源将成为城镇发展的重要限制因素。因此，在平原区建设小型水库，兴利除害，涵养水源，将成为可能。从河北省香河县现状需水量、地表水来水量以及对下游影响、环境效益和灌溉经济效益等方面，分析了香河县建设小型水库的各种条件，提出了尽早建设小型平原水库的建议。

With the development of industry and agriculture and the people , s living standards gradually improved, water consumption increases significantly, forward water deficit will increase, and the water will become an important limiting factor of the development of towns. Therefore, it is possible to build small reservoirs in the plain and to conserve water sources. Several conditions of small reservoirs building in Xianghe County are analyzed from present water demand, surface water quantity, influence for downstream and environmental benefit and economic benefit of irrigation, and also suggestion of building small plain reservoirs as early as possible is proposed.
