在西方发达国家，动物福利保护立法从19世纪早中期开始，迄今已建立了比较完善的立法体系。我国尽管已颁布实施了一些与动物福利保护有关的法律法规，但真正意义上的动物福利保护立法却迟迟没有启动，这主要还是观念认识误区和偏差所致。论文从伦理学、法学、动物生理学、社会学、环境卫生学和公共卫生学等多角度论述了尽快启动我国动物福利保护立法的必要性和紧迫性。

In the western countries,the formulation of the animal welfare legislation can date back to the middle of mid-19th century.Up to now,a mature legislation system has already been developed in these countries.In China,on the other hand,although some laws and regulations regarding animal welfare have been issued,a rational legislation system is still demanding due to the misconceptions of animal welfare. The aim of this paper was to discuss the necessity of speeding up the animal welfare legislation in China, from various points of views,such as ethics,law,animal physiology,sociology,environmental hygiene and public health.
