上海市海塘、江堤、除涝和排水“四道防线”建设时间较为久远、建设标准偏低,面临着地面沉降、海平面上升等问题,必须对工程防御能力进行重新评估。采用高精度数值模型等手段,以相关规范和规划为依据,对具有代表性的浦东新区“四道防线”的防御能力进行量化评估。结果表明,该区“四道防线”防御能力均存在不同程度的不达标情况。建议加快推进海塘、防汛墙薄弱段的加高加固;加强区域河湖水系的综合整治;促进低标雨水排水系统的改造。

There are many problems in the"4 control lines" of sea wall, dike, waterlog control and drainage, such as aged fa-cilities, low construction standard, settlement and sea level rise, etc. , so the reassessment should be carried out for its present control capacity. On the basis of correlative regulations and plan, the capacity of "4 control lines" was assessed by using high precision numerical model. The results show that the controlling capacity of the"4 control lines" is not qualified to some degree. It was suggested that the heightening and reinforcement of the sea wall and weak section of flood wall should be accelerated;the comprehensive regulation of river and lake system in this region should be strengthened; the rebuilt of low-standard drainage system should be promoted.
