高校采用物质奖励方式促进科研发展,在很大程度上确实收到了实效,但是,物质奖励与科研产出量、科研质量提升之间不是单纯的正相关系,片面提高奖金额度不一定获得相应的科研产出量的增长和科研质量的跃升,相反还会造成学术腐败、教学投入不足等负面效应。针对此弊端,要结合期刊质量和学科差异制定期刊分级标准,并适度保持各级别期刊奖励差距,建立匿名评审制度,同时,还应把物质奖励与精神奖励结合起来,弘扬敬业精神。

University uses economic incentives to promote research,which,in a market economy environment,expresses the recognition of the scientific research work. To a large extent,it works and receives positive results. However,the corre-lation between the reward and the scientific output improvement and the quality of research is fluctuating.Simply increasing the bonus amount will not necessarily increase research output growth and the improvement in quality,which instead may also cause negative effects,such as corruption,inadequate investment in the teaching. For disadvantages of simple interests drive research development mode,when developing journals ratings standard,we should take journals quality into consider-ation,combined with discipline differences,in order to keep moderate gap between disciplines;small discipline should be given preferential treatment;award of actual reference rate should be focused on;external expert anonymous review system should be established to monitor papers actual quality;while implementing material rewards,spirit award should also be carried out to inspire teachers’research dedicated spirit.
