Preliminary design document of water conservancy and Hydropower Engineering has emphasis impact on the implementa -tion of project .Meanwhile , as a major content of preliminary design documents , preliminary design budgetary estimate plays an im-portant role of cost control and management for completed project .It can not only make effective use of the guarantee fund , but also control the total investment of engineering project .For all, the influence factors of budgetary estimate are analyzed in this paper .
