本文立足于云南省低丘缓坡土地综合开发利用类型区的划分，采用GIS空间分析方法，在厘清各地区低丘缓坡土地资源情况的基础上，通过聚类分析方法，结合云南省主体功能区与生态功能区规划，将全省划分为城市经济圈低丘缓坡土地资源综合开发区，城镇经济带低丘缓坡土地资源综合开发区，社会经济限制型低丘缓坡土地资源综合开发区，生态经济制约型低丘缓坡土地资源综合开发区四个一级和九个二级低丘缓坡土地综合开发利用类型区，并根据不同类型区低丘缓坡土地禀赋与社会经济情况，具体阐述了其低丘缓坡土地综合利用策略。

This paper is based on division type districts of low-slop hilly land resources comprehensive development and utiliza-tion in Yunnan Province. Using GIS spatial analysis method to an-alyzing low-slop hilly land resources condition in different regions, then adopting cluster analysis method to division type districts of low -slop hilly land resources comprehensive development and utilization with main-functional zones and eco-function areas in Yunnan Province, the result shows that dividing low-slop hilly land resources type districts with making the county the unit for unified, then dividing first-grade type districts that city economic ring low-slop hilly land resources comprehensive development and utilization region, city and town economical belt low-slop hilly land resources comprehensive development and utilization region, socioeconomic restriction type low-slop hilly land resources com-prehensive development and utilization region and ecological economic restriction type low-slop hilly land resources comprehen-sive development and utilization region. Then further dividing nine secondary type districts and according to the different types of low-slop hilly land condition and society and economy conditions to specifically analyzing the use strategy of low-slop hilly land re-sources comprehensive development and utilization in division type districts in Yunnan Province.
