通过分析环境流量管理中的不确定性,构建了水电开发流域环境流量适应性管理框架,并针对环境流量管理机构及监测体系进行了深入分析。建议成立流域环境管理机构实施环境流量的适应性管理,其成员单位包括流域各水电开发业主、设计单位等;将鱼类完整性指数(F-IBI)指标体系作为环境流量效果的监测及评价因子,并在环境流量方案实施后每2a实施一次监测。

The uncertainty of environmental flow management in the river-basin cascade hydropower station was analyzed,based on which the framework of adaptive management of environmental flow was built,according to the characteristics of hydropower management. Two important com-ponents of the framework including management organization and ecological monitoring system were also analyzed. The results show that an environ-mental management organization in the river-basin cascade hydropower station should be established,comprising hydropower owners and design or-ganizations. In addition,the Fish-Index of Biological Integrity (F-IBI)index should be monitored and appraised every two years after the imple-mentation of environmental flow discharge plan.
