“智慧流域”是以流域为水管理单元的高度信息化管理模式。针对浙江省流域水资源管理现状及问题，提出了“智慧流域”建设模式的总体框架，依托先进的智能化传感器设备、新一代网络传输技术及水利水文模型，构建了流域智能感知系统、智能传输系统和智慧业务应用系统。介绍了各个子系统所包含的应用功能。做好“智慧流域”的组织管理保障和技术保障，可为实现浙江省水资源、防汛抗旱、水生态、水利工程的流域化智能管理和科学决策，提供重要技术支撑。

Intelligent basin is a highly informationalized water resources management mode for basin unit. According to the sit-uation of water resources management in Zhejiang Province and the existing problems, the overall frame of intelligent basin con-struction is put forward, such as constructing the intelligent sensing system, intelligent transmission system and intelligent service system of the basin by advanced intelligent sensor device, new generation of network transmission technology and hydrological model. The application functions of the sub-systems are introduced. The organization and management insurance and technology insurance for intelligent basin should be implemented, so as to provide technical support for the intelligent management and scien-tific decision-making of water resources, flood control and drought fight, water ecology and water conservancy projects in a basin level.
