根据水利部印发的《全国重要江河湖泊水功能区水质达标评价技术方案》中关于水功能区监督监测的要求，结合长江流域和西南诸河的实际情况，在分析监督监测需要考虑的主要因素基础上，按照水功能区考核的阶段性安排，在监督监测时间、断面及任务分工等方面提出了具体的实施建议。即按照水系和行政区域的代表性，安排2015年开展监督监测的断面为65个，按丰、枯、平水期3个时间段进行，具体监测月份由负责监测的流域机构实验室确定。

In view of the actual situation of Yangtze River Basin and other river basins in southwestern China, in accordance with the related requirements in the Technical Scheme of Evaluation Standards for Water Quality in Water Function Areas of Na-tional Important Rivers and Lakes issued by the Ministry of Water Resources, this paper presents specific suggestions on its im-plementation in terms of surveillance and monitoring time, sections and assignment of responsibilities with regard to the staged ar-rangement for examination of water function areas based on analyzing the main factors to be considered in the monitoring. In view of the representativeness of water systems and administrative regions, 65 sections are planned to be supervised and monitored in 2015;as for monitoring of water function areas, the specific months in wet, dry and normal seasons can be determined by the la-boratories of related basin authorities that takes charge of the monitoring.
