自2011年起,我国中职教育吸引力呈弱化趋势,在校生规模逐年降低,且降幅逐年加大。基于市场学相关理论,造成这一现象的主要原因在于:人力资源市场分割现象越来越严重,中职教育功能、价值与社会预期脱节,教育服务面临普通高中和社会培训机构的“双向替代”,民众对中职教育服务质量满意度较低等。提升中职教育吸引力,需立足现实,尽力降低人力资源市场分割的负面效应,强力推进“中高职衔接”与“普职沟通”,科学确立中职教育办学目标与服务理念,构建面向社会的投资融资机制,推进办学体制机制创新。

Since 2011,the attraction of Chinese secondary vocational education has been showing weakening tendency, the scale of students has been shrinking and the reduction has been increasing year by year.Based on the theory related market,the main reasons for this phenomenon are considered as:the labor market segmentation of human resources be-comes more and more serious;the functions and values of secondary vocational education are alienated from social expec-tations,and its education services are facing bidirectional substitution from high schools and social training institutions, and the public satisfaction to secondary vocational education is low.To promote its attraction,the negative effect of hu-man resource market segmentation should be reduced as far as possible,“connection between secondary vocational educa-tion and higher vocational education” and “mutual communication between general education and vocational education”should be strongly advanced,the target and the service concept should be scientifically established,the investment and fi-nancing mechanism should be built toward society,eventually improving school-running mechanism innovations of second-ary vocational education.
